for the bascule gates were built with the pistons too long. The contract was delayed while the contractor rectified the problem. The project is now scheduled for completion in fall of 2011. Current Design Services Agreement The Lake Decatur Dam is a Class 1 structure, as classified by the Illinois Department of Natural Resources. This classification indicates that failure of the dam would have a high probability of causing loss of life and/or substantial economic loss. As a condition of the Operating Permit, the City is required to undertake annual inspections. The annual inspections identified work that culminated in the major repair project that is currently underway at the dam. On January 20, 2009, the City Council authorized a design services agreement with Hanson Professional Services (of Springfield, IL)to develop detailed design drawings and prepare construction documents for a rehabilitation project to address the recommendations contained in the annual inspection reports for the past five years. The original scope of work for this agreement identified four general groups of improvements that were needed: 1. Repairs to the training wall between gated outlet works and spillway 2. Repairs to north and south sections of the spillway 3. Repairs to south abutment and training walls 4. Repairs to the gated outlet structure. On April 20, 2009, the City Council authorized Amendment 1 to the design services agreement to add work addressing concerns identified in a detailed inspection of the dam. The work added by Amendment 1 included the rehabilitation of the mechanical systems that raise and lower the sluice gates on the north side of the dam, replacing the seals for the bascule gates and sluice gates, and the removal of non-functioning heating units. Work also included the replacement of the hydraulic cylinders that raise and lower the long bascule gates along the crest of the dam. On June 4, 2009, the City Council authorized Amendment 2 to the design services agreement to provide assistance during the bidding process and the construction phase for the work that was proposed to be completed over the summer of 2009. On October 5, 2009,the City Council authorized Amendment 3 which revised the scope of services to postpone the construction project, and prepare for the work to be rebid for 2010 construction. Amendment 4 authorizes additional construction services to be used for the 2011 construction on the dam. Construction services include: construction observation assistance, reviewing contractor submittals, review of contractor pay requests, responding to contractor information requests, preparation of change orders, and conducting coordination meetings. Construction service time is always difficult to foresee given the often unknown nature of how a project will unfold. Given the age of the dam and the incomplete initial construction plans, many items are unknown until the construction progress uncovers them. These unknowns expend staff time and the construction service time expended by Hanson. Additional construction service time is necessary to complete the dam repair project. Page 12
