Perry, Purchasing SupervisoU <br /> SUBJECT: Bids for water treatment chemicals <br /> SUMMARY RECOMMENDATION: Staff recommends awarding contracts to the low bidders <br /> meeting specifications listed on Exhibit A for each of the water treatment chemicals for May 1, 2011 — <br /> April 30, 2012. <br /> BACKGROUND: The following is a list of the chemicals and how they are used in the water <br /> purification process. <br /> Alum—to coagulate; clarifying agent <br /> Carbon—used for taste and odor control; control of atrazine and other compounds <br /> Carbon Dioxide—lowers the PH level <br /> Chlorine—disinfectant <br /> Hydrofluosilicic Acid—reduces tooth decay <br /> Lime—softening agent <br /> Sodium Chloride—removes nitrate from water <br /> Sodium Chlorite—disinfectant; used for taste and odor control <br /> Sodium Hexametaphosphate—used to counteract lime; prevents scaling; filter protection <br /> The low bid submitted by Alexander Chemical for hydrofluosilicic acid did not meet City of Decatur <br /> specifications. Alexander Chemical did not submit a bid bond with their bid. The next low bidder <br /> Pennco, Inc. submitted a bid bond and meets City of Decatur specifications. <br /> The low bid submitted by Norit Activated Carbon for carbon activated label 900 does not meet City of <br /> Decatur specifications. The carbon bid is only 800 min iodine which will require more product to be <br /> used. The next low bid of MeadWestvaco meets the City of Decatur specification for providing carbon <br /> 900 min iodine. <br /> The low bidders meeting specifications have provided the City with the necessary bonding and NSF <br /> AWWA certification required for their chemicals. <br /> POTENTIAL OBJECTION: None <br />
