Perry, Purchasing Supervisor ( SUBJECT: Towing Bids SUMMARY RECOMMENDATION: Staff recommends awarding a 3 year contract to Prairieland Towing, Inc. for towing services. BACKGROUND: It should be understood that this contract is divided into two categories. Category II applies to towing of any City of Decatur owned, rented, or leased vehicle which is out of service or is a seized vehicle. For example, this would include removing a wrecked city vehicle from an accident scene, jump starting a city vehicle, repairing and changing flat tires, changing lamps and fuses, etc. This category also includes the storage of seized vehicles which may result in forfeitures. Category I are Police Department Authority tows. This category applies to vehicles not owned or leased by the City of Decatur which are removed and/or impounded from the streets of the city under the order and direction of any City of Decatur police officer or impoundment officer. By way of example, this would include wrecked vehicles from accident scenes, removing vehicles which constitute a traffic hazard, removing vehicles that may be evidence of a crime, removing vehicles involving injury where the operator is unable to select an option, vehicles that need to be removed as a result of an arrest situation, and removing abandoned vehicles, etc. The charges incurred for this category of the contract are to be paid by the individual receiving the service, not the City. The previous 3 year contract was also with Prairieland and the cost was $50 per tow. Considering the increased cost of fuel, $65 per tow seems reasonable. The Police Department has used Prairieland Towing, Inc. in the past and they are satisfied with their performance. POTENTIAL OBJECTION: None
