Marley, P.E., Director of Public Works <br /> Keith D.Alexander, Director of Water Management <br /> SUBJECT: Emergency Repairs Resulting from a Water Main Break North of <br /> Garfield Avenue on Woodford Street <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution <br /> authorizing the expenditure of$17,217.90 to Barr&Robison Sewer&Excavating, Inc. <br /> for the replacement of a sanitary sewer manhole and pipe which was damaged from a <br /> water main break on Woodford Street north of Garfield Avenue. <br /> PRIOR COUNCIL ACTION: <br /> No prior Council action has been taken on this repair work. <br /> The City Manager was made aware of, and signed, an emergency order(attached)to <br /> perform the necessary repairs under Chapter 46, Section 2 of the Decatur Municipal <br /> Code. <br /> BACKGROUND: <br /> On Monday, March 28, 2011, a 12" water main break under Woodford Street was <br /> discovered. During the investigation it was determined that water from the broken main <br /> was flowing underneath the concrete pavement across the street to a nearby brick sanitary <br /> sewer manhole. Water from the main break had been flowing for an undetermined <br /> amount of time and had created a large void under the pavement and eroded away the <br /> base and foundation of a sanitary sewer manhole. <br /> The necessary repair work was initiated on Wednesday, March 30, under the <br /> authorization of the City Manager acting in accordance with Chapter 46, Section 2 of the <br /> City Code due to the threat posed to the health, safety, and welfare of the public. <br /> The manhole was 5' in diameter and over 12' deep which is beyond the ability of City <br /> crews to repair due to the shoring and additional equipment required for an excavation of <br /> this depth.
