Perry, Purchasing Supervisor 0 <br /> Billy Tyus, Assistant City Manager for Development Services <br /> SUBJECT: Demolition of Property— 1932 E. William a.k.a. former Roach School <br /> SUMMARY RECOMMENDATION: Staff recommends awarding a contract to Joe Coleman <br /> Salvage to remove asbestos, do necessary plumbing and demolish the property at 1932 E. <br /> William at a cost of$346,500. <br /> BACKGROUND: Expressed plans by building owner Deerfield Village, L.L.0 to rehabilitate <br /> this structure over the last several years have not resulted in necessary upgrades or improvements <br /> being made. Meanwhile, neighbors have had to endure a structure that has, over the years, gone <br /> from being a neighborhood anchor to a significant eyesore and the courts have found the <br /> structure to be dangerous, unsafe and beyond reasonable repair. The Illinois Environmental <br /> Protection Agency has approved the City's plan to demolish the building and Joe Coleman <br /> Salvage has provided the City with the necessary bonding. Joe Coleman Salvage would have 90 <br /> days from the date that an agreement is signed to complete the demolition. <br /> POTENTIAL OBJECTION: None <br /> INPUT FROM OTHER SOURCES: Neighborhood Services requested the demolition. <br /> STAFF REFERENCE: Billy Tyus, Assistant City Manager for Development Services, 424- <br /> 2727. Dave Griffiths, Neighborhood Inspections Administrator, 424-2794. Both will be at the <br /> council meeting to answer any questions the council may have about this purchase. <br /> BUDGET: $346,500. <br />
