Chervinko, Deputy Chief of PotPURASE <br /> SUBJECT: IN-CAR VIDEO CAMERA& EQUIPMENT <br /> SUMMARY RECOMMENDATION: The Police Department's recommendation is that City Council <br /> approves the purchase of six(6) additional Panasonic digital in-car video cameras and all necessary <br /> hardware,software and extended warranty from CDS office Technologies for the amount of$32,904.00. <br /> The Toughbook Arbitrator system from Panasonic is in the in car video camera system currently in use <br /> by the Decatur Police Department. <br /> The Police Department proposed funding method is to utilize funds entirely from the Department's DUI <br /> Fund, and not rely on general operating funds or tax payer based funds.There will be no impact to the <br /> general operating expenses of the Decatur Police Budget. <br /> BACKGROUND: <br /> The Police Department has previously purchased twenty-five (25) in car video camera systems using <br /> funds from the Departments DUI and Drug Funds.The Patrol Division currently has access to 34 marked <br /> police vehicles. If council approves the above request,these additional six (6)video systems will be <br /> placed in vehicles 821, 822,823, 824,825 &826.These vehicles are utilized by on shift uniform <br /> personnel and also deployed during special proactive enforcement operations.There is hesitancy <br /> currently amongst the officers to utilize these vehicles without the video camera systems as the cameras <br /> provide valuable documentation of incidents and help properly document officer action and conduct. It <br /> is important that these vehicles have the in car camera systems for summer use when our proactive <br /> enforcement efforts and Calls for Service generally increase. <br /> After this purchase, only the 3 Supervisory Command vehicles will not have the camera systems. It is our <br /> hope that we will be able to acquire camera systems for these units in the fall of 2011 utilizing the same <br /> funding methods.
