DEPARTMENT OF WATER MANAGEMENT
Memorandum No. 2011-07
April 11, 2011
TO: Honorable Mayor McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Keith D. Alexander, Director of Water Management
SUBJECT: South Water Treatment Plant Basin Inspections and Report
SUMMARY RECOMMENDATION:
Council adopt the attached resolution approving Task Order No. 18 for a Continuing Agreement
for Engineering Services with Black & Veatch Corporation to perform a South Water Treatment
Plant Basin Inspections and Report for a lump sum fee of$23,220.
BACKGROUND:
The South Water Treatment Plant (SWTP) has four enormous concrete basins that are used to
mix water purification chemicals with the water that enters the plant from Lake Decatur. The
basins are similar to extremely large and deep swimming pools with robust chemical feeding and
mixing equipment installed in them. Two of the basins are 105 feet square and 19 feet deep, the
other two are 120 feet square and 21 feet deep.
Over the past 23 years that the SWTP has been in operation, the chemicals, exterior weathering
and continuous use have taken a toll on the condition of the concrete, mixing systems, overall
performance and energy efficiency. Large concrete walkways that provide access to the basins
and also serve as the roof of the SWTP basement are also deteriorating and in need of inspection
and rehabilitation recommendations.
These inspections, recommendations and opinions of probable cost of construction are required
to determine what is necessary to restore the basins, walkways and related equipment to a high
level of performance and reliability. Black & Veatch is recommended for this project as they
performed the original engineering and design work for the SWTP and have provided the City
with high quality professional services on numerous projects since then under a Continuing
Agreement for Engineering Services that was adopted by Council in 2003. This work would be
the 18th project (Task Order No. 18) of the Continuing Agreement.
POTENTIAL OBJECTION:
None foreseen.
INPUT FROM OTHER SOURCES:
Black &Veatch.
STAFF REFERENCE:
Keith Alexander, Director of Water Management, 217-424-2863, kalexander@decaturil.gov
1
