DECATUR POLICE DEPARTMENT
MEMORANDUM
11-06
To: Michael T. McElroy, Mayor
Ryan P. McCrady, City Manager
From: Todd A.Walker, Interim Chief of Police
Jonathan D. Thomas, Lieutenant
Subject: Sungard Public Sector-CAD 400 Migration Preparation and Training
SUMMARY RECOMMENDATION: The purpose of this memorandum is to request the expenditure of funds to
Sungard Public Safety Sector for necessary preparation and training staff related to the CAD 400 migration. The
CAD 400 migration must be completed by January 1, 2012 and the training and support from Sungard Public
Sector is necessary for the migration. It would be the recommendation of staff that the Decatur Police Department
pay the Sungard Public Sector CAD 400 migration preparation and training at the cost of$20,840,to be paid out
of the Communications Center budget.
BACKGROUND: The Decatur Police Department has used Sungard Public Sector software to operate the
Emergency Communications Center and the associated systems for over 10 years. The Sungard software operates
the Computer Aided Dispatch(CAD), CRIMES,the official record of incidents, the message switch which reads
out to the Mobile Data Computers for Police and Fire, QREP, GTG Looking Glass Crimes and the Records
Management System.
The Communications center currently uses the CAD 6 version of software. Sungard requires the upgrade to the
CAD400 be implemented by January 1, 2012, at which time the CAD 6 version will no longer be supported. That
upgrade started in May 2009 and must be completed by January 1, 2012. It required some data to be transferred,
entered and response plans to be regenerated in the new software, which required that staff receive training on
making those entries as well as on operating the new system. It also requires the conversion of geo file data from
the existing CAD 6 to the CAD 400 system.
The training requires Sungard to send staff to provide that training for 26.5 days and the cost for said training,
plus the work regarding the conversion of geo file data, is $20,840. That training covers administrator training,
CAD end user training and Mobile update and complete migration to CAD400.
ATTACHMENTS: Sungard Public Sector CAD 400 migration quotes
POTENTIAL OBJECTION: None Anticipated
STAFF REFERENCE: Todd A.
