I
BACKGROUND:
Parking Garage Condition Appraisal Report
In 2009,the City retained the services of Carl Walker Inc. to perform a condition appraisal for
the City's parking garages which provide approximately 1,400 parking spaces in the downtown
area. Carl Walker completed their report in December 2009 and recommended $1.3 million in
rehabilitation work for Parking Garage B and $1.1 million in rehabilitation work for Parking
Garage C. It is anticipated that the damage has progressed over the past year and that the repair
quantities and their associated costs have increased. With the 2010 lease agreement with ADM
for Garage B and their responsibility for electricity costs and lighting, lighting rehabilitation
work in the garage has been removed from the estimate which now stands at $1.1 million.
Professional Engineering Services Agreement
The attached agreement covers the design and preparation of construction documents; assistance
during the bidding phase of the project; and, assistance in construction inspection. These include
the following tasks along with the anticipated schedules:
Design Phase(March—April 2011)
1. Re-inspect the parking garages and update the project repair list and identify quantities.
2. Prepare construction drawings and the Project Manual.
Bidding Phase(May 2011)
3. Identify qualified contractors.
4. Hold a pre-bid conference and respond to contractor questions.
5. Evaluate bids and recommend the contract award.
Construction Phase (June—October 2011)
6. Hold a preconstruction meeting.
7. Review contractor submittals.
8. Review pay requests and assist in documenting project quantities.
9. Assist in construction inspection.
10. Make a final inspection of the completed work.
The professional services agreement is approximately 6.5%of the preliminary construction costs
and includes construction inspection assistance.
POTENTIAL OBJECTION: There are no known objections to this resolution.
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Richard G. Marley, Public Works Director and Matt Newell, City
Engineer. Richard Marley will be in attendance at the City Council meeting to answer any
questions of the Council on this item.
Page 12
