E., Director of Public Works SUBJECT: Water Service Agreement for 1848 West Riedel Avenue SUMMARY RECOMMENDATION: It is recommended by staff that the City Council approve the attached resolution authorizing a Water Service Agreement between the City of Decatur and the property owner of 1848 West Riedel Avenue. PRIOR COUNCIL ACTION: There have been no prior Council actions regarding providing water service to 1848 West Riedel Avenue. In accordance with the City Code 64-12, water may be furnished to properties outside the City limits only through an agreement with the City Council. BACKGROUND: In 1981, a 12 inch ductile iron water main was extended northwest along Illinois Route 121, from Taylor Avenue to Mound Road,to provide for a distribution loop connection to West Mound Road, and for the County Fair Commercial Industrial Park development. The property owner at 1848 West Riedel suffers with poor water quality at this time and has requested connection to the City water main. As at other locations along the perimeter of the City, property owners along water lines that extend beyond the City limits, request permission to connect to City water. As required by City Code, these properties must enter into a Water Service Agreement with the City. The Water Service Agreement includes a requirement that the property owner petition the City for annexation when the property becomes contiguous to City limits.
