main corridors extending north and south through the downtown: Franklin Street, Water Street and
Main Street (see attached map).
On October 29, 2010,the City was informed by the Illinois Department of Transportation that it had
been awarded an Illinois Transportation Enhancement Program(ITEP) grant for$1.9 million to
design and construct streetscape improvements on Franklin and Main Streets between Eldorado
Street and Wood Street. Due to the size of the grant, it is recommended that the entire ITEP grant be
applied to the streetscape work proposed for the Franklin Street corridor.
The proposed streetscape work is expected to resemble those improvements that were completed on
the east side of the 300 block of North Water Street. The design work will include recommendations
for parking changes and general traffic changes through the downtown.
Professional Engineering Services Agreement
On January 13, 2011, City staff; assisted by Massie Massie and Associates, interviewed four local
engineering firms to provide design services for the City's Downtown Streetscape and Open Space
Enhancement Program. The firms interviewed were, Blank, Wesslink, Cook&Associates; Homer L.
Chastain & Associates; Phillip W. Cochran; and URS Corporation. Following the interviews it was
recommended that PWC perform the engineering design services for the Water Street corridor. PWC
performed the design services for the work previously completed in the 300 block of North Water
Street including the plaza area on the west side of that block.
PWC's work on the Water Street corridor will include:
1. Provide a topographical survey for the Water Street corridor and the included side streets.
This will include Central Park and a proposed new parking lot in the 300 block of North Main
Street.
2. Design electrical systems to provide electrical power distribution and street lighting.
3. Coordinate with area utilities.
4. Determine the location of any sub-sidewalk vaults.
5. Work with property owners to assure compatible streetscape designs.
6. Prepare plans and specifications for taking bids and assist in the bidding process for two
construction contracts.
a. The first contract will include the 400 block of North Water Street including portions of
North Street and the west side of the 300 block of North Water. This project is expected
to begin in May and be significantly completed by the end of July, 2011.
b. The second contract will include Water Street from William Street to Wood Street
includingsome side street work on Main Street. This work should begin in mid-August
g
and be completed in the early summer of 2012.
Future Design Contracts and Schedules
At upcoming Council meetings, City staff currently intends to recommend that Homer L. Chastain &
Associates perform the engineering design services for the Main Street and Franklin Street corridors.
This will include the ITEP grant work proposed for Franklin Street. It is expected that work will
begin on the Main Street corridor spring of 2012 and the ITEP project will begin on Franklin Street
spring of 2013.
POTENTIAL OBJECTION: There are no known objections to this resolution.
Page 12
