DECATUR POLICE DEPARTMENT
MEMORANDUM
11-03
TO: Michael T.McElroy,Mayor
Ryan McCrady,City Manager
FROM: Todd A.Walker, Interim Chief of Police
James R.Chervinko, Deputy Chief of Police
SUBJECT: Equipment Purchase with reimbursement from the Weed and Seed grant
SUMMARY RECOMMENDATION: A portion of the Decatur Police Department's Weed
and Seed Grant (Year TV) is to he used for the purchase of a video surveillance system.
According to the grant, all personnel costs and equipment purchases are on a
reimbursement basis. The Department of Justice has again approved the purchase of one
video camera surveillance system at a cost of$1o,000. It will be placed in a strategic location
in the Weed and Seed site. The surveillance system will be purchased using the Police
Department Small Capital Line Item and then the City will be reimbursed by the Department
of Justice. For the last three years, seven video camera surveillance systems were purchased
in the same manner.
BACKGROUND: With the acquisition of the Weed and Seed Grant (Year IV) the
Decatur Police Department seeks to use the grant funds in accordance with the rules and
regulations set by the Department of Justice. The Decatur Police Department continues to
work in cooperation with the U.S. Attorney's Office on the grant. The Weed and Seed grant
authorizes $25,820 for police equipment, including a video surveillance system at
$10,000.00.
Last year, the Decatur Police Department recommended purchasing the video
surveillance from a local business, Bodine Communications. The camera systems remain
highly overt, digital camera systems with full color, remotely controlled with optical and
digital zoom capabilities. Bodine Communications worked closely with the Decatur Police
Department and MIS to quickly perform a switch to the new operating system.
This technology provides an increased measure of public safety for our citizens living
in our inner city neighborhoods.
ATTACHMENT: Quote from Bodine Communications on one surveillance system, one
disconnect and installation-$9,984.00
POTENTIAL OBJECTION:None anticipated
STAFF REFERENCE: Todd A.Walker, Interim Chief of Police
424-2741 ttivalkcr rr dccaturil.gov
James R.
