- 4 - <br /> Section 2 . Legality <br /> The Employer and the Union agree to abide by the <br /> Illinois State Labor Act and any rules or regulations <br /> thereunder. <br /> ARTICLE II <br /> MANAGEMENT RIGHTS <br /> Section 1. <br /> Except as amended, changed or modified by the specific <br /> provisions expressed in this Agreement, the parties <br /> understand and agree that the management of the Library, the <br /> control of the premises, and the direction of the employees <br /> are vested exclusively in the Library, and includes, but is <br /> not limited to, the following: <br /> (A) The right to select, hire, transfer, promote, <br /> demote, lay off, assign and supervise employees; <br /> (B) The right to suspend, discharge or otherwise <br /> discipline employees; <br /> (C) The right to determine and change starting <br /> times, quitting times, shifts, and the number of hours <br /> to be worked by employees; <br /> (D) The right to determine staffing patterns, <br /> including, but not limited to, the assignment of the <br /> employees, duties to be performed, qualifications <br /> required and areas worked; <br /> (E) The right to make rules and regulations to <br /> govern the employees; <br /> (F) The right to determine individual <br /> qualifications and the qualifications required for the <br /> job classifications; <br /> (G) The right to contract out any work; <br /> (H) The right to determine policies and procedures <br /> with respect to the establishment, management, <br /> efficiency and conduct of the operations of the Library; <br />
