Historical rainfall data
4.2.3.6. Existing GIS
4.2.3.7. Record drawing information
4.3. Conduct a mapping investigation of each targeted area that considers the following
4.3.1. Storm sewers crossing or running parallel to Separate Sanitary Sewers
4.3.2. Sanitary Sewers constructed near rivers, streams, ditches, ponding areas, or
flooding areas that may be sources of 1/I
4.3.3. Sanitary Sewers constructed in unsuitable soils that may be subject to settling,
resulting in open joints and/or pipe cracking
4.3.4. The age, size, and type of the major sewers within the target area
4.3.5. Known or potential problem areas within the target areas
4.3.6. Perform field inspections and observations as necessary to confirm critical system
components, configurations, and operational occurrences.
4.4. From the Target Area Assessment, develop and identify alternatives for each area; including
recommended actions and steps to eliminate Excessive I/I
4.4.1. Identify additional sewer system improvement alternatives, such as
4.4.1.1. Additional sewer conveyance capacity
4.4.1.2. Construction of storage basins or tanks within the system
4.4.1.3. Reduction of private property I/I contributions, including private property
inflow inspections (e.g. sump pump inspections and/or smoke testing)
4.4.1.4. Identify improvements to the existing sewerage including repairs,
rehabilitation, or replacement of sewer pipes or lift stations
4.4.1.5. Conduct a green infrastructure evaluation that considers potential green
infrastructure measures to reduce and/or eliminate sources of I/I
4.4.2. Alternatives Comparison and recommendation for each Target Area
4.4.2.1. Opinion of probable construction cost
4.4.2.1.1. Prepare cost estimates for each alternative considered.
4.4.2.1.2. Cost estimates shall be AACE, Class 5.
4.4.2.2. Estimate benefits of each alternative (in term of either the I/I in gallons
removed or SSOs, Unauthorized Combined Overflows and Property Backups
prevented)
4.4.2.3. Cost Effective Analysis of the chosen alternatives. Incorporate the
recommendations from the SSMP as appropriate.
4.4.2.4. Prioritize the chosen alternatives
4.4.2.5. Rate analysis to evaluate the impacts of the chosen alternatives on user
rates.
4.4.3. Assess the existing backup areas outside of the Target Area from the City's GIS
mapping data and assess the sewer modeling required to develop alternatives to
manage these backups. AECOM will meet with the City to develop an approach for
the modeling efforts needed to develop alternatives for managing the backups.
4.4.4. Host an Alternatives Workshop with the City
4.4.5. Prepare an Implementation Schedule of the alternatives chosen with a final
completion date that is in compliance with the Order.
4.5. Draft SCSAA Report and a backup/modeling assessment Technical Memo (TM) for review
by the City
4.6. Final SCSAA Report
