9/17/2015 Item Co�ersheet <br /> PROJECT DESCRIPTION: <br /> The Administrative Consent Order's major requirements include: <br /> 1. Development of a Capacity Management, Operations, and Maintenance (CMOM)program. The CMOM program is <br /> intended to provide a comprehensive review of the City's sewer collection system asset, including system management, <br /> maintenance, and capital improvement funding. <br /> 2. Preparation of a Sewer System Alternatives Analysis(SSAA)for areas in the City identified as experiencing sewer back- <br /> ups during storm events. The analysis will focus on efforts to keep storm water from entering into separate sanitary sewer <br /> system and better manage stormwater entering the combined sewer system. <br /> AECOM's scope of services addressed the immediate requirements of the Compliance Order and will include: <br /> 1. Reviewing all City documents pertaining to the sanitary sewer system. <br /> 2. Preparing a sanitary sewer overflow and private property basement backup protocol that meets the requirements of the <br /> USEPA. <br /> 3. Preparation of a Sewer Collection System Alternatives Analysis that will review the operations of the sewer system and <br /> recommend improvements that will remove storm water inflow and infiltration as required by the Consent Order. This <br /> analysis will define and prioritize the future work required by the City to meet the requirements of the Order. <br /> 4. Complete a Capacity, Management, Operation, and Maintenance(CMOM)report on the City's sanitary sewer system. A <br /> CMOM assesses the overall health of the system including personnel, equipment, procedures, and funding. <br /> BIDDING: No bidding was done for this resolution. <br /> RECOMMENDED AWARD:AECOM's assistance has benefited the City in its negotiations with USEPA. It is <br /> recommended that a professional services agreement be executed with AECOM to begin the system review required in the <br /> ACO. The ACO includes an aggessive schedule of deadlines, which will require AECOM to commence wark immediately <br /> and maintain a quick pace. <br /> CONSULTANT SELECTION PROCESS: <br /> Engineering Services Agreement with AECOM <br /> In 2012, following issuance of the initial Administrative Compliance Order, the City sought proposals from engineering firms <br /> with strong background in municipal sewer systems to assist the City's efforts to negotiate with the USEPA. Ten responses <br /> were received. Of these, 4 firms weer interviewed by a committee that included representatives from the City, the Sanitary <br /> District of Decatur(SDD) and a local engineering firm. AECOM Technical Services was selected as the firm that would be <br /> best able to assist with the negotiations, and perform the necessary engineering services to comply with the ACO. AECOM <br /> is a respected worldwide firm with a local office in Decatur. <br /> POTENTIAL OBJECTIONS: None <br /> INPUT FROM OTHER SOURCES:United States Environmental Protection Agency, AECOM and the Legal Department. <br /> SCHEDULE: The Consent Order will become fmal and effective seven calendar days after the date of USEPA's signature <br /> of the Order. Initial submittals are due to the USEPA within 180 days of the effective date of the order. <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact: Funding to complete the requirements of the Consent Order will be from the Sanitary Sewer Fund which <br /> is supported by the sewer user charge. Compliance efforts will be multi-year and budgeting for the yearly efforts will be <br /> shown in the Capital Improvements Plan. Sanitary sewer user fee rate increases in future years are e�cpected to be <br /> necessary to fund the required capital improvement projects and increases in routine maintenance includmg labar and <br /> equipment. The initial engineering project with AECOM is for a fee not to exceed$456,620 and is allocated in the Sanitary <br /> Sewer Fund. <br /> Staffing Impact: Staff time is allocated to manage the Consent Order requirements. Currently, the Civil Engineer position <br /> assigned to focus on the sanitary sewer system is vacant.
