16. "Private Lateral"means any portion of a Sanitary Sewer System, not owned by
<br /> Respondent, used to convey wastewater from a building or buildings to that portion of a
<br /> Separate Sanitary Sewer System or Combined Sewer System owned by Respondent.
<br /> 17. "Pump Station"means facilities comprised of pumps or other equipment that lift
<br /> wastewater to a higher hydraulic elevation, including all related electrical, mechanical,
<br /> and structural systems necessary to the operation of that pumping station.
<br /> 18. "Record"or"records"means any recording of information in tangible form. It includes,
<br /> but is not limited to, documents, memoranda, reports, letters, maps, graphs, charts, log
<br /> books, notes, emails, computer files, computer printouts, and computer databases.
<br /> 19. "Sanitary District of Decatur"or"SDD"means the separate governrnent entity
<br /> established by the Sanitary District Act of 1917. The SDD is governed by a board as
<br /> appointed by Macon County, Illinois.
<br /> 20. "Sanitary Sewer Discharge"means any discharge to waters of the state as defined by
<br /> applicable state law, or to navigable waters of tb.e United States as defined by Section
<br /> 502(7) of the Clean Water Act, 33 U.S.C. § 1362(7), from Respondent's Separate
<br /> Sanitary Sewer System.
<br /> 21. "Sanitary Sewer Overflow" or"SSO"means an overflow, spill, diversion, or release of
<br /> wastewater from or caused by Respondent's Separate Sanitary Sewer Collection System.
<br /> This term includes: (i) discharges to waters of the United States from the Separate
<br /> Sanitary Sewer Collection System (Sanitary Sewer Discharges); and(ii) any release of
<br /> wastewater from the Separate Sanitary Sewer Collection System to public or private
<br /> property that does not reach waters of the United States, including Backups.
<br /> 22. "Separate Sanitary Sewer Collection System(s)" or"Separate Sanitary Sewer System(s)"
<br /> means any portions of Respondent's sewer system(including all pipes, Force Mains,
<br /> Gravity Sewer segments, overflow structures,regulators, Pump Stations, manholes, and
<br /> components thereo�, designed and constructed to collect and convey only sewage, and
<br /> not storm water, from residences, commercial buildings, industrial plants, and institutions
<br /> for treatment at the Sanitary District of Decatur Main STP.
<br /> 23. "Storm Sewer Collection System(s)" or"Storm Sewer System(s)"means a conveyance or
<br /> system of conveyances (including roads with drainage systems,municipal streets, catch
<br /> basins, curbs, gutters, ditches, man-made channels, or storm drains) owned or operated
<br /> by the City of Decatur that is designed or used for collecting or conveying storm water.
<br /> This term does not include a combined sewer system.
<br /> 24. "Unauthorized Combined Sewer Discharge (s)"means a discharge from Respondent's
<br /> Combined Sewer System to waters of the United States. This does not include wet
<br /> weather discharges from SDD's permitted Combined Sewage Overflows (CSO) £acilities.
