Item Coversheet Page 1 of 1 <br /> Management Services <br /> Mass Transit#08122015-01 <br /> DATE: 8/12/2015 <br /> TO: Honorable Mayor Julie Moore-Wolfe and Council Members <br /> FROM: Tim Gleason,City Manager <br /> Jerry Bauer,Assistant City Manager <br /> SUBJECT: Grant Agreement for IDOT Mass Transit Operating Assistance <br /> SUMMARY RECOMMENDATION: Staff recommends that Council adopt a Resolution to execute an agreement with <br /> the Illinois Department of Transportation for mass transit operating assistance for State Fiscal Year 2016.The preliminary <br /> indication of the maYimum amount of the grant for FY 2016 is$8,307,300,but it may be subject to further action by the <br /> Governor and/or State Legislature. <br /> BACKGROUND: <br /> Under the current Downstate Public Transportation Act,the Illinois Department of Transportation (IDOT) provides grant <br /> assistance to offset up to 65%of the eligible operating costs of the Decatur Public Transit System. On May 13,2015,staff <br /> submitted an application to IDOT requesting an operating assistance grant for State fiscal year 2016. The attached <br /> agreement would award Decatur an operating assistance grant not to exceed$8,307.300. The amount of state funds actually <br /> received will be based on the amount of transit operating expenses incuned. Based on the Transit System's budget for the <br /> current City Fiscal Year, the 65% IDOT reimbursement of eligible operating expenses will be about $4,319,000. As <br /> recommended by IDOT, the Resolution also grants the Mayor authority to execute amendments to the Agreement, if <br /> necessary. The term of this grant agreement is State Fiscal Year 2016: July 1,2015 through June 30,2016. <br /> POTENTIAL OBJECTIONS: No known objection to this grant agreement. <br /> INPUT FROM OTHER SOURCES:Illinois Department of Transportation,Division of Public and Intermodal <br /> Transportation <br /> BUDGET/TIME IMPLICATIONS: T'his grant will reimburse Decatur for 65%of its actual eligible transit operating <br /> expenses(unless otherwise modified by future legislative action).
