Mass Transit Memorandum
No. 010711-1
January 7, 2011
TO: Honorable Mayor McElroy and City Council Members
FROM: Ryan McCrady, City Manager
Paul McChancy, Mass Transit Administrator
SUBJECT: Amendment to an IDOT Capital Assistance Grant Agreement
SUMMARY Staff recommends that Council approve a Resolution to authorize
RECOMMENDATION: the execution of an amended grant agreement with the Illinois
Department of Transportation for capital assistance for the
purchase of one(1)medium-duty wheelchair lift van equipped ,
with a hybrid gas-electric propulsion system, and one (1)hybrid II
diagnostic testing kit.
BACKGROUND: In August, 2010, the Illinois Department of Transportation(IDOT)
executed a grant agreement with the City of Decatur for the
purchase of one (1)medium-duty wheelchair lift van equipped
with a hybrid gas-electric propulsion system. The total cost of the
van($113,729.03) would be paid from the FY-2009 FTA
American Recovery and Reinvestment Act funds allocated to the
state. IDOT has now determined that each recipient of a hybrid
van should also receive a hybrid diagnostic testing kit, to ensure
that maintenance can be properly performed on these new hybrid
vehicles. The$2,486 cost of the testing kit would also be paid
with FTA funds. No local match will be required for the purchase
of the van or the testing kit.
The attached Resolution would authorize the execution of an
amended grant agreement that adds the $2,486 cost of the hybrid
diagnostic testing kit.
POTENTIAL There are no known or expected objections to this amended grant
OBJECTION: agreement.
INPUT FROM Richard Foiles, General Manager, DPTS
OTI3ER SOURCES:
STAFF REFERENCE: Paul McChancy, Mass Transit Administratar
BUDGET/TIME The requested capital assistance gant funds do not require a
IMPLICATIONS: local match. This grant does not have any effect on Decatur's
other operating or capital grants.
