Alexander, Director of Water Management <br /> SUBJECT: DeWitt County Water Wellfield <br /> Drainage Right of Way Easement <br /> SUMMARY RECOMMENDATION: <br /> Council adopt the attached Resolution autharizing the exectrtion of a Drainage Right of Way <br /> �asement with the Nixon Special Drainage District. <br /> BACKGROUND: <br /> The City owns and operates a 120 acre wellfield in DeWitt County for emergency water supply <br /> puiposes. The vast majority of the wellfield is in agricultural production and has extensive farm <br /> drainage systems commonly found in Central Illinois. <br /> The Nixon Special Drainage District (District) is the long established drainage district in this area of <br /> DeWitt County. The District is planning to undertake a large scale 1,743 acre drainage improvement <br /> project that will slightly impact 4 acres of the City's wellfield property located at the downstream <br /> end of the project. Therefore, in order for the District to proceed with the project, a drainage right of <br /> way easement must be agreed to by the City and the District. <br /> City staff and Jim Schroeder, the City's farm manager for the wellfield property, are of the opinion <br /> that the proposed drainage improvements are reasonable and necessary. The improvements to City <br /> property will consist primarily of a large farmable waterway. It is estimated that the City's <br /> assessment for the improvements will be approximately$2,000. <br /> POTENTIAL OBJECTION: <br /> None foreseen. <br /> INPUT FROM OTHER SOURCES: <br /> Jim Schroeder, Hickory Point Bank &Trust Agricultural Services <br /> Wendy Morthland, Corporation Counsel <br /> STAFF REFERENCE: <br /> Keith D.
