Crowe, Assistant City Manager <br /> SUBJECT: Professional Services Agreement with Massie Massie and Associates for the <br /> Downtown Streetscape and Open space Program <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the resolution authorizing the <br /> Mayor to sign the Professional Services Agreement with Massie Massie and Associates (MMA) for <br /> the Downtown Streetscape and Open space Program for an amount not to exceed $168,000. <br /> BACKGROUND: City Council at the November 15, 2010 meeting approved Bonds including $10 <br /> million for powntown streetscape and open space improvements including sidewalks, parks and open <br /> spaces, and parking in the downtown area. Through the professional services agreement MMA will <br /> provide the City with program administration assistance and landscape architecture services. <br /> The program administration assistance includes: ' <br /> • Developing the over-all capital improvement program including budgeting and scheduling i <br /> to meet program requirements. � <br /> • Providing for stakeholder involvement and public information. '� <br /> • Analyzing and identifying specific projects. '� <br /> • Securing needed professional services. <br /> • Bidding and contracting for construction operations. <br /> • Monitoring project budgets and schedules. <br /> The landscape architecture services include the preparation of plans, specifications and other contract <br /> documents for projects as needed, including: <br /> • Special pavements. <br /> • Plant material and soils. <br /> • Irrigation. <br /> • Site furnishings, sculpture, special features. <br /> • Signs and wayfinding elements. <br /> POTENTIAL OBJECTION: Staff is not aware of objections. <br /> INPUT FROM OTHER SOURCES: N/A <br /> STAFF REFERENCE: Any additional questions may be forwarded to Greg Crowe at 424-2727 or <br /> at crg owe(�a,decaturil. o�v. <br /> BUDGET/TIME IMPLICATIONS: Proceeds from the 2010 Bond Issue will be used for <br /> agreement. The Bond Issue approved by City Council included $10 million in proceeds for the <br /> Downtown Streetscape and Open space Program. <br />
