Crowe, Assistant City Manager SUBJECT: Professional Services Agreement with Massie Massie and Associates for the Downtown Streetscape and Open space Program SUMMARY RECOMMENDATION: Staff recommends approval of the resolution authorizing the Mayor to sign the Professional Services Agreement with Massie Massie and Associates (MMA) for the Downtown Streetscape and Open space Program for an amount not to exceed $168,000. BACKGROUND: City Council at the November 15, 2010 meeting approved Bonds including $10 million for powntown streetscape and open space improvements including sidewalks, parks and open spaces, and parking in the downtown area. Through the professional services agreement MMA will provide the City with program administration assistance and landscape architecture services. The program administration assistance includes: ' • Developing the over-all capital improvement program including budgeting and scheduling i to meet program requirements. � • Providing for stakeholder involvement and public information. '� • Analyzing and identifying specific projects. '� • Securing needed professional services. • Bidding and contracting for construction operations. • Monitoring project budgets and schedules. The landscape architecture services include the preparation of plans, specifications and other contract documents for projects as needed, including: • Special pavements. • Plant material and soils. • Irrigation. • Site furnishings, sculpture, special features. • Signs and wayfinding elements. POTENTIAL OBJECTION: Staff is not aware of objections. BUDGET/TIME IMPLICATIONS: Proceeds from the 2010 Bond Issue will be used for agreement. The Bond Issue approved by City Council included $10 million in proceeds for the Downtown Streetscape and Open space Program.
