DEPARTMENT OF WATER MANAGEMENT
Memorandum No. 2010 — 20
November 2, 2010 I
TO: Honorable Mayor Michael T. McElroy and City Council i
FROM: Ryan P. McCrady, City Manager
Keith D. Alexander, Director of Water Management
SUBJECT: Village of Harristown Water Agreement
SUMMARY RECOMMENDATION:
Council adopt the attached Resolution authorizing a new five year Water Agreement with the
Village of Harristown.
BACKGROUND:
It is common practice in the water utility industry to have mutually beneficial agreements
between adjacent utilities to supply water during emergencies or other unique situations.
Decatur and Harristown have had such an agreement in place since at least 1995. On rare
occasions Harristown purchases water from Decatur at double the normal water rate. These
purchases are for small quantities that have no negative impacts on our ability to supply water to
our full time customers.
City Code Chapter 64, Paragraph 12 also requires that an agreement be instituted:
Service Outside of Corporate Limits. Water may be furnished through services
situated outside the corporate limits of the City only upon express agreement
approved by the Council, and then only upon charges two times the charges for
water furnished water services of the same classification situated within the
corporate limits.
The attached Water Agreement is identical to the previous five year agreement with one
additional sentence added to the end of Paragraph 7:
The Village shall notify the City's Water Production Office by telephone (424-
2831) no later than one (1) hour after any potable water treated by the City is
placed into the Village's distribution system, and shall briefly explain such
placement and use at such time.
The agreement was approved by the Village of Harristown on October 25, 2010.
City staff is examining the renewal of similar agreements with the Village of Mt. Zion and the
Long Creek Township Water Department.
POTENTIAL OBJECTION: None.
INPUT FROM OTHER SOURCES: Village of Harristown
