Alexander, Director of Water Management <br /> SUBJECT: Village of Harristown Water Agreement <br /> SUMMARY RECOMMENDATION: <br /> Council adopt the attached Resolution authorizing a new five year Water Agreement with the <br /> Village of Harristown. <br /> BACKGROUND: <br /> It is common practice in the water utility industry to have mutually beneficial agreements <br /> between adjacent utilities to supply water during emergencies or other unique situations. <br /> Decatur and Harristown have had such an agreement in place since at least 1995. On rare <br /> occasions Harristown purchases water from Decatur at double the normal water rate. These <br /> purchases are for small quantities that have no negative impacts on our ability to supply water to <br /> our full time customers. <br /> City Code Chapter 64, Paragraph 12 also requires that an agreement be instituted: <br /> Service Outside of Corporate Limits. Water may be furnished through services <br /> situated outside the corporate limits of the City only upon express agreement <br /> approved by the Council, and then only upon charges two times the charges for <br /> water furnished water services of the same classification situated within the <br /> corporate limits. <br /> The attached Water Agreement is identical to the previous five year agreement with one <br /> additional sentence added to the end of Paragraph 7: <br /> The Village shall notify the City's Water Production Office by telephone (424- <br /> 2831) no later than one (1) hour after any potable water treated by the City is <br /> placed into the Village's distribution system, and shall briefly explain such <br /> placement and use at such time. <br /> The agreement was approved by the Village of Harristown on October 25, 2010. <br /> City staff is examining the renewal of similar agreements with the Village of Mt. Zion and the <br /> Long Creek Township Water Department. <br /> POTENTIAL OBJECTION: None. <br /> INPUT FROM OTHER SOURCES: Village of Harristown <br />
