Crowe, Assistant City Manager Mark L. Smith, Senior Planner SUBJECT: Reauthorization of the Decatur Urbanized Area Transportation Study (DUATS) BACKGROUND. The Decatur Urbanized Area Transportation Study (DUATS) has existed since its creation and designation by the Governor in 1964. Federal law requires that urbanized areas have an intergovernmental entity whose responsibilities include transportation planning and prograrruning in the planning area. Designation was and remains the prerequisite to receipt of Federal transportation construction, capital or operating funds. DUATS is the intergovernmental entity carrying out transportation planning and programming within the Decatur Metropolitan Planning Area. DUATS, through an Intergovernmental Agreement (IGA), is comprised of Decatur, Macon County, Forsyth, Mt. Zion, Decatur Park District and IDOT. The IGA was last comprehensively reviewed and reauthorized in 2002. Amendments were adopted in early 2006, which transferred all operations, duties and accounting responsibilities of DUATS from Macon County to the City of Decatur. In April, 2009, the Federal Highway Administration, in conjunction with the Illinois Department of Transportation, conducted a formal Planning Review of DUATS' operations. Their review focused on verifying that DUATS' planning process complied with transportation law, policies, practices and procedures. FHWA's review found that DUATS meets and exceeds all operational and programming thresholds and the planning process was consistent with Federal transportation planning requirements. However, FHWA noted that a few deficiencies existed in the 2002 IGA. The deficiencies included the need to update some language, include references to certain required documents and the suggestion to remove the By-Laws and place them in a separate document. On October 19, 2010, the DUATS Policy Committee adopted the revised Agreement and instructed staff to present the approved Agreement to the DUATS entities for their approval and reauthorization. STAFF RECOMMENDATION. Staff recommends that the DUATS Intergovernmental Agreement be approved and adopted. STAFF REFERENCE: For more information or any additional questions contact Maxk L.
