Smith, Senior Planner <br /> SUBJECT: Reauthorization of the Decatur Urbanized Area Transportation Study (DUATS) <br /> BACKGROUND. The Decatur Urbanized Area Transportation Study (DUATS) has existed since its <br /> creation and designation by the Governor in 1964. Federal law requires that urbanized areas have an <br /> intergovernmental entity whose responsibilities include transportation planning and prograrruning in <br /> the planning area. Designation was and remains the prerequisite to receipt of Federal transportation <br /> construction, capital or operating funds. DUATS is the intergovernmental entity carrying out <br /> transportation planning and programming within the Decatur Metropolitan Planning Area. <br /> DUATS, through an Intergovernmental Agreement (IGA), is comprised of Decatur, Macon County, <br /> Forsyth, Mt. Zion, Decatur Park District and IDOT. The IGA was last comprehensively reviewed and <br /> reauthorized in 2002. Amendments were adopted in early 2006, which transferred all operations, <br /> duties and accounting responsibilities of DUATS from Macon County to the City of Decatur. <br /> In April, 2009, the Federal Highway Administration, in conjunction with the Illinois Department of <br /> Transportation, conducted a formal Planning Review of DUATS' operations. Their review focused <br /> on verifying that DUATS' planning process complied with transportation law, policies, practices and <br /> procedures. <br /> FHWA's review found that DUATS meets and exceeds all operational and programming thresholds <br /> and the planning process was consistent with Federal transportation planning requirements. However, <br /> FHWA noted that a few deficiencies existed in the 2002 IGA. The deficiencies included the need to <br /> update some language, include references to certain required documents and the suggestion to <br /> remove the By-Laws and place them in a separate document. <br /> On October 19, 2010, the DUATS Policy Committee adopted the revised Agreement and instructed <br /> staff to present the approved Agreement to the DUATS entities for their approval and reauthorization. <br /> STAFF RECOMMENDATION.
