DEPARTMENT OF WATER MANAGEMENT
Memorandum No. 2010 - 19
October 12, 2010
TO: Honorable Mayor Michael T. McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Keith D. Alexander, Director of Water Management
SUBJECT: Water System Improvements Phase II
Capital Project W06-03
Change Order No. 1 and Project Completion
SUMMARY RECOMMENDATION:
Council adopt the attached Resolution authorizing Water System Improvements Phase II
Contract Change Order No. 1 with Christy-Foltz, Inc.
BACKGROUND:
In November 2008 Council awarded a $1,796,384 construction contract to Christy-Foltz, Inc. for
this project, which consisted of the following major tasks mostly located at the South Water
Treatment Plant: replacement of a lime slaker, powder activated carbon feed systems, polymer
and polyphosphate mixing and feed systems, removal of the potassium permanganate feed
system, and numerous SCADA, instrumentation and remote site radio system upgrades.
The majority of the tasks were completed by late 2009, however, there were several important
sub tasks that took Christy-Foltz, their subcontractors and suppliers approximately one additional
year to complete. Although inconvenient, this delay did not significantly impact City operations
or our ability to produce high quality drinking water at the South Water Treatment Plant.
In order to properly complete the contract and associated documentation, Christy-Foltz and
Strand Associates, Inc. (the City's consulting engineer for the project) developed the attached
Change Order No. 1 and recommend Council approval, as does City staff.
Approval of the change order will:
1. Reduce the Cits project cost bv $34,923.60.
2. Extend the contract completion date by 363 days to September 30, 2010.
3. Properly document that the project was officially completed on September 30, 2010.
POTENTIAL OBJECTION:
None foreseen.
INPUT FROM OTHER SOURCES:
Christy-Foltz, Inc. and Strand Associates, Inc.
STAFF REFERENCE:
Keith D. Alexander, Director of Water Management, 424-2863 or kalexander@decaturil.gov
