, 8
the safety of pedestrians, ease of access to downtown businesses, increased noise, and air
pollution in the downtown area. The negative impact of having a major State route through the
downtown reduces the potential for economic redevelopment of Downtown Decatur.
The proposed jurisdictional transfer of Business Route 51 between Cleveland Avenue and
Eldorado Street from the State to the City is a first step in removing large trucks from the
downtown and providing the City the opportunity to redevelop the area. Future improvements to
Wood Street and Martin Luther King, Jr. Drive will provide an alternate truck route through the
downtown and open the way for downtown street improvements.
Jurisdictional Transfer
The Jurisdictional Transfer Agreement proposes the following:
1. Agreement with the State of Illinois to accept jurisdiction and maintenance, 21 days after
execution, of North and South bound US 51 Business (FAP 710) from Cleveland Avenue
northerly to Eldorado Street (US 36), in its entirety. The Business Route designation will
be removed from the bypass south of Decatur to I-72 north of the city.
The transferred streets must remain open to trucks until IDOT approves an alternative
route. Preliminary plans have been prepared to improve Wood Street and Martin Luther
King, Jr. Drive to serve as an alternate route.
2. Accept the State's 50-50 maintenance responsibility for the Canadian National Rail Road
Bridge over Franklin Street south of Decatur Street. An agreement dated February 19,
1964 provided for the construction of the bridge and placed the maintenance
responsibility for the structure on the railroad with a 50-50 division of costs and full
responsibility to the State for the maintenance of the roadway and drainage under the
bridge. These maintenance responsibilities will be assumed by the City with this transfer.
The structure and past inspection documents have been reviewed by Homer L. Chastain
and Associates. Their review has determined no apparent issues with the structure and
project no major costs associated with it for many years.
3. Accept a$2,245,000 payment from the State to compensate for the improvement and
maintenance of the transferred streets. These funds will be deposited into the City's
Motor Fuel Tax Fund and any disbursements must be in accordance with Motor Fuel Tax
standards, policies, and procedures.
4. The Intergovernmental Agreement for Local Agency Maintenance for Traffic Control
Devices is modified to show the City's new maintenance responsibility for the traffic
signals in the downtown. All traffic signals in the City are maintained by City forces
with IDOT reimbursing a portion of the costs based on the jurisdiction of the intersecting
streets.
The intersections at Franklin/Eldorado and Main/ Eldorado were previously 100%
IDOT funded and are now funded 75% IDOT and 25% City. The other intersections
downtown that were 50-50 funded are now 100%City funded. The proposed changes are
detailed on Attachment A.
Page 2
