• Leasing of 157 parking spaces in the Civic Center parking lot at no charge as soon as ADM
has located over 600 employees Downtown between the Global Training Center and the
Building at 350 N. Water St.
• ADM's option to require the City to construct a walkway, above or below Franklin Street at
or near its intersection with William Street as soon as ADM has located 600 employees
Downtown between the Global Training Center and the Building at 350 N. Water St.
• Agreement that the east half of the green space across from the Building at 350 N. Water St.
will remain as green space.
• Agreement to vacate the 300 Block of State Street after ADM purchases 350 N. Water St.
and is requested by ADM.
All of the parking spaces when leased to ADM will be their exclusive use from 6:00 a.m. to 5:00
p.m. from Monday through Friday. All of the spaces will be open to the public beyond those hours.
The proposed project represents several years of investment and careful planning by the City to
craft a redevelopment project that will set the standard for redevelopment of the downtown. The
proposed project meets the economic, aesthetic and employment goals established for the Olde
Towne TIF Redevelopment Area. The addition of hundreds of employees from ADM into
Downtown will stimulate additional demand for retail, restaurants and services. In addition, the
project will have a significant impact on the ability to develop other areas of downtown Decatur.
POTENTIAL OBJECTION: None.
INPUT FROM OTHER SOURCES: The amendment and new Agreement has been reviewed by
the City Corporation Counsel.
STAFF REFERENCE: Any additional questions may be forwarded to Greg Crowe at 424-2727
or at gcrowe@decaturil.gov.
BUDGET/TIME IMPLICATIONS: None
