DECATUR POLICE DEPARTMENT <br /> MEMORANDUM <br /> 10-62 <br /> TO: Ryan McCrady, City Manager <br /> Jerry Bauer, Asst. City Manager <br /> FROM: James A. Anderson, Chief of Police <br /> James R. Chervinko, Deputy Chief of Police <br /> SUBJECT: In-Car Video Camera Purchase <br /> SUMMARY RECOMMENDATION: The Police Department's recommendation is that <br /> Council approves the purchase of five (5) additional Panasonic digital in-car video cameras <br /> and all necessary hardware, software and extended warranties from CDS Office <br /> Technologies. The Toughbook Arbitrator system from Panasonic is the in-car video camera <br /> system currently in use by the Decatur Police Department. <br /> The Police Department proposes using $26,988.00 from the Department's DUI Fund for the <br /> purchase of this equipment. <br /> BACKGROUND: <br /> The Police Department has previously purchased twenty (20) in car video camera systems <br /> using both the Department's DUI and Drug Funds. The Patrol Division currently has <br /> access to 34 marked police vehicles. These five (5) additional video systems will be placed in <br /> two (2) marked vehicles and the three (3) K-Unit vehicles which presently do not have <br /> vidQo cameras. <br /> The Arbitrator system works hand-in-hand with the Panasonic Toughbook computers <br /> currently being used in the marked patrol fleet. This system allows for automatic uploads <br /> of video which is far less time consuming for the patrol officers, patrol command officers, <br /> and the officers assigned to the Professional Standards Division. This automatic uploading <br /> of video keeps the officers on the street instead of at the LEC manually uploading video. <br /> The hardware and software for the storage and retrieval capabilities are large enough to <br /> add additional cameras without additional upgrades. <br /> Several members of the Professional Standards Unit and Fleet Maintenance personnel are <br /> certified installers of this equipment; therefore there are no installation fees. <br />
