FY 2010-11 CDBG SUBRECIPIENT AGREEMENT THIS AGREEMENT entered this 20th day of Seqtember, 2010 by and between the City of Decatur, Illinois (herein called the "City") and the Coalition of Neighborhood Or$anizations C( ONO) (herein called the "Subrecipients"). WHEREAS, the Grantee has applied for and received funds from the United States Government the U.S. Department of Housing and Urban Development ("HUD") under Title I of the Housing and Community Development Act of 1974, Public Law 93-383; and WHEREAS, the City wishes to engage the Subrecipient to assist the City in utilizing such funds in accordance with HUD guidelines and Federal regulations; NOW, THEREFORE, it is agreed between the parties hereto that; I. STATEMENT OF WORK: A. Activities: The Subrecipient will be responsible for administering activities for the FY2010-11 program year in a manner satisfactory to the City and consistent with any standards required as a condition of providing these funds. Such programs will include the following activities eligible under the Community Development Block Grant Program: Program Delivery Activitv Activity#1 Provide grants of up to $1,000 (avg. $500) to neighborhood groups to assist with neighborhood activities, improvements and promoting the neighborhood organization. Activitv#2 Hold monthly organizational meetings of neighborhood organizations; develop and operate an active web-site (conodecatur.com) to promote neighborhood groups, neighborhood activities, and CONO activities and initiatives. Activitv#3 Provide assistance to support an annual Street Festival to be held annually. This will include marketing/advertising, portable toilets and insurance costs. Activitv#4 Provide assistance to support annual National Night Out costs incurred. This is a City-wide event and is co-sponsored with Dove, Inc. and the City of Decatur.
