Mass Transit Memorandum <br /> No. 090910-1 <br /> September 09,2010 <br /> TO: Honorable Mayor McElroy and City Council Members <br /> FROM: Ryan McCrady, City Manager <br /> Paul McChancy, Mass Transit Administrator <br /> SUBJECT: Purchase Order for One Wheelchair Lift Van <br /> SUMMARY Staff recommends that Council adopt a Resolution awarding a <br /> RECOMMENDATION: purchase order for one wheelchair lift van to the lowest bidder, <br /> Midwest Transit Equipment, Inc. <br /> BACKGROUND: The Transit System operates wheelchair lift vans to provide <br /> door-to-door transportation for people with disabilities who are not <br /> able to use the bus system. In June the City Council approved the <br /> filing and execution of a grant ageement with the Illinois <br /> Department of Transportation(IDOT) for capital assistance for the <br /> purchase of one wheelchair lift van equipped with an hybrid gas- <br /> electric propulsion system. The IDOT grant will use $113,729.03 <br /> of Federal funds in order to pay 100% of the cost of the vehicle, as <br /> shown on the attached budget sheet. No City funds will be required. <br /> IDOT has contracts with vendors for a range of wheelchair lift <br /> vehicles based on the competitive bidding process that it <br /> completed in 2007. All transportation agencies in Illinois are <br /> invited to purchase vehicles under these contracts. IDOT awarded <br /> the state-wide contract for this vehicle to Midwest Transit <br /> Equipment, Inc. Staff used the IDOT contract when it ordered two <br /> wheelchair lift vans from Midwest Transit Equipment in 2009. <br /> POTENTIAL No known objection to awarding the purchase order to Midwest <br /> OBJECTION: Transit Equipment, Inc. <br /> INPUT FROM Mark Gordon, Maintenance Superintendent <br /> OTHER SOURCES: Decatur Public Transit System <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administrator <br /> BUDGET/TIME Staff has already obtained a state grant for 100% of this purchase. <br /> IMPLICATIONS: No City funds are required. <br />
