Alexander, Director of Water Management <br /> SUBJECT: Garfield Avenue Water Main Repair <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution which authorizes <br /> the Mayor to execute, and the City Clerk to attest to, a proposal from Insituform Technologies USA, <br /> Inc. to repair the 16" water main along Garfield Avenue and extending under the Canadian National <br /> rail yard. The resolution authorizes expenditures for the work in an amount not to exceed $165,675. <br /> PRIOR COUNCIL ACTION: <br /> There has been no previous council action on this repair. <br /> BACKGROUND: <br /> A 16" water main extends from the Garfield Avenue Water Tank, under the Canadian National rail <br /> yard, between Martin Luther King, Jr. Drive and Jasper Street (see Figure 1 attached). The main <br /> was installed in 1949 and is currently leaking under the rail yard with water rising to the surface. <br /> The full extent of the damage is unknown but with the leak appearing to be under the multi-track <br /> switching yard, the potential for significant damage exists were the main to fully rupture as recently <br /> occurred on South Side Drive or 1500 West Macon Street. <br /> City staffspent a considerable amount oftime reviewing repair options since the depth and location <br /> of the water main make access extremely difficult. The best approach to repair the main is to utilize <br /> a cured-in-place liner similar to a repair currently planned for a 12" water main in the 1500 block of <br /> West Macon Street. This work is being subcontracted to Insituform Technologies of St. Louis, Mo., <br /> which appears to be the only firm in the area that has the capability and experience necessary to line <br /> a 16" water main. City staff approached Insituform to provide a proposal to line the Garfield <br /> Avenue water main. <br /> Cured-in-place lining of water mains is a relatively new procedure based on technology that has <br /> been used for many years in sanitary sewers. A fabric tube is saturated with resin and pulled <br /> through the water main where it is inflated against the old pipe while the resin hardens to form a <br /> new pipe within the old water main. This method of rehabilitation results in a new pipe that is <br /> installed with limited excavation and minimal disruption to above ground facilities. The work will <br /> entail excavating to expose the damaged water main at both sides of the rail yard. The pipe will be <br /> Page � 1 <br />
