Public Works Memorandum
NO. 2010-45
DATE: August 3,2010
TO: Honorable Mayor McElroy and City Council Members
FROM: Ryan P. McCrady, City Manager
Richard G. Marley, P.E.,Director of Public Works
SUBJECT: Agreement with Blank,Wesselink, Cook& Associates to Inspect the Garfield
Avenue Bridge over CNIC Railroad
Structure No. 058-6000
SUMMARY RECOMMENDATION:
Staff recommends that City Council approve the attached Resolution authorizing the Mayor to
sign and the City Clerk to attest to an Agreement for an amount not to exceed $7,900 with Blank,
Wesselink, Cook and Associates (BWC)regarding the structural inspection of the Garfield
Avenue Bridge over the CNIC rail yard.
PRIOR COUNCIL ACTION:
See Appendix A for Council actions that occurred from 2005 to 2009.
BACKGROUND:
2009 Bridge Rehabilitation Project Status
The Garfield Bridge Rehabilitation project was completed in the early spring of 2010. Paperwork
is currently being completed and audited in cooperation with the Illinois Department of
Transportation, (IDOT) far the final project closeout. The final closeout process can take many
months to complete when federal funding is used in the project.
The contractor exceeded the working days allotted which have resulted in contract deductions.
Portions of the bridge that were encased in concrete were more deteriorated than originally
expected resulting in additional repair costs for strengthening the beams. This and other added
work approved by IDOT has resulted in additions currently estimated to be in the range of$50,000
although the exact amount is yet to be determined. MFT funds have been allocated in the current
Capital Improvement Plan for the added costs. When a final decision is made by IDOT, the City
Council will be requested to authorize any additional funding that may be required.
New Bridge Inspection
Upon the completion of a project of this magnitude, IDOT requires a new bridge inspection to
serve as the baseline for the bridge inspections that are conducted by the City every two years.
City staff requested a proposal from the local firm of Blank, Wesselink, Cook& Associates, Inc.
(BWC)to perform the inspection. BWC designed the recent improvements to the Garfield Bridge
and assisted the City in the project oversight. BWC proposed a fee of$7,900 to inspect the 630
foot long structure that extends over the Canadian National rail yard.
Page 1
