Anderson,Chief of Police <br /> SUBJECT: Central Illinois Regional Commission for Law Enforcement(CIRCLE) <br /> SUMMARY RECOMMENDATION: The Decatur Police Department has been an active member <br /> of CIRCLE and the local Mobile Training Unit 11 since its inception in 1976. The Agency Fee for <br /> this allotted training is based on a $60 rate for a totat of 217 fulltime police officers,dispatchers, <br /> and part-time auxiliary police officers. The Decatur Police Department has allotted for this annual <br /> expense in the budget and recommends that this$13,020 request be approved by Council. This is <br /> the same fee amount as paid for FY 2010. <br /> BACKGROUND: Central Illinois Regional Commission for Law Enforcement(CIRCLE) and the <br /> local Mobile Training Unit 11 (MTU 11) provide an important and valuable service to the Decatur <br /> Police Department and all of local law enforcement. Last year,MTU 11 provided 104 classes for <br /> instruction and education of law enforcement personnel. The training provided covers a great <br /> range of topics from "Firearms Qualification","Use of Force"& "Civil Liability"to "Stress <br /> Management","Leadership",and "Personal Wellness". MTU 11 provides top instructors and up <br /> to date information on criminal law changes and updates. MTU 11 works closely with the Decatur <br /> Police Department's Professional Standards Division to ensure that all officers remain within State ', <br /> qualifications and certifications. The training events were attended by 1,083 officers and associated � <br /> personnel.
