.
Mass Transit Memorandum
No. 072210-3
July 22,2010
TO: Honorable Mayor McElroy and City Council Members
FROM: Ryan P. McCrady, City Manager
Paul McChancy, Mass Transit Administrator
SUBJECT: Purchase Order for Transit Water Recycling System Project Site Preparation Work
SUMMARY Staff recommends that Council adopt a Resolution awarding a
RECOMMENDATION: Purchase Order for the construction of a sump pit and other work
required to support the installation of a water recycling system to
The Burdick Plumbing& Heating Company, Inc.
BACKGROUND: Transit's maintenance department wishes to install a water recycling
system in the existing bus washer. This would allow most of the water
used in washing buses to be recycled and reused by the bus washer. On
May 17th the City Council approved awarding a contract to the Ross &
White Company for the installation of a water recycling system. The
firm specified in their bid that all site preparation work would have to
be done by another contractor. Transit staff has worked with the firm
since then to develop the exact specifications for the site preparation
work which includes:
• constructing a sump pit inside the existing bus washer;
• laying piping below the existing floor;
• constructing a catch basin and piping;
• installing a 2"water supply line; and
• installing a new electric line.
An invitation for bids (IFB) was advertised in the Decatur Tribune on
June 16th. Notices were also posted on the City's website and notices
were mailed to local general contractors that do this type of work.
Two firms requested the full IFB but only The Burdick Plumbing &
Heating Company submitted a bid by the deadline. (Attached)
Staff recommends that a Purchase Order be awarded to The Burdick
Plumbing&Heating Company at the not-to-exceed price of
$38,250.00
POTENTIAL No objections are expected.
OBJECTION:
INPUT FROM Mark Gordon, Maintenance Superintendent
OTHER SOURCES: Decatur Public Transit System
STAFF REFERENCE: Paul McChancy, Mass Transit Administrator
BUDGET/TIME The entire cost of the work will be paid by an FTA/AKR1 grant that
IMPLICATIONS: has already been awarded to Decatur. Some additional staff time will be
required to ensure compliance with federal prevailing wage regulations.
