Smith, Senior Planner <br /> SUBJECT: Intent to Participate in Macon County Mitigation Planning Process <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the resolution authorizing <br /> the Mayor to sign the attached Statement of Intent which provides official notice to the Macon <br /> County Emergency Management Agency and FEMA that the City intends to participate in the <br /> development and implementation of the Macon County Hazard Mitigation Plan. <br /> BACKGROUND: Decatur and Macon County have experienced numerous natural disasters in <br /> many different forms. During and in the aftermath, the consequences have inconvenienced the <br /> public, interfered with transportation, disrupted business, destroyed property, damaged public and <br /> private infrastructure, and caused injury and loss of life. Although, there is no way to eliminate <br /> natural disasters from occurring, there are measures which can and should be taken to lessen the <br /> impacts on people and the community. The public and private costs incuned and the negative <br /> effects of disasters can be somewhat anticipated, reduced and recovery accomplished more <br /> efficiently if a mitigation plan were in place. <br /> Macon County has been seeking cooperation from other units of local government in its efforts to <br /> secure grant funding and then develop and implement a mitigation plan. A qualified consulting firm <br /> will be hired by Macon County to facilitate and develop the Mitigation Plan. This planning <br /> endeavor is intended to be multi jurisdictional. Each entity choosing to participate in the planning <br /> process will authorize a similar Statement of Intent. The Statements will become part of the <br /> County's funding application to FEMA. <br /> Adoption of the Mitigation Plan will provide the foundation for a more efficient, cost effective and <br /> timely response to natural disasters and other events. Participating governments will be eligible for <br /> Federal disaster relief and it will provide the basis for monetary and technical assistance to home, <br /> business and property owners within the City. <br /> A 21 page Frequently Asked Questions document is available at the following website: <br /> http://www.state.il.us/iemalplannin�/Documents/Plan IEMAFAQ.pdf. <br /> POTENTIAL OBJECTION: There are no known objections to this ordinance. <br /> INPUT FROM OTHER SOURCES: Macon County EMA & Regional Planning Commission <br /> STAFF REFERENCE: Mark L.
