No formal amendment of this agreement will be necessary for such mid-course
adjustments unless, at the discretion of the City, they represent a significant change to the scope
of work."
The WFF grant includes the scope of work contained in the existing City-AWI agreement and
makes it possible to expand the Local Bioenergy Initiative by providing funds for, among other
things, purchase of a mobile pellet mill, custom farm operations and incentive payments based
on the benefits derived from perennial energy grasses, and cost share for installation of grass-
burning heating equipment. A copy of the proposal narrative for the WFF grant is attached
hereto and incorporated by reference. (Please note that the grant proposal to WFF covered a
three year period. The actual WFF grant is for one year, with an opportunity to apply for
continued funding.) The Illinois DCEO grant covers purchase of a mobile briquetting machine
to be used for making biomass briquettes for test burns in industrial boilers. This is the type of
opportunity envisioned in the existing City-AWI Agreement. CiTy approval of this Amendment
represents concurrence in the expansion of the overall Local Bioenergy Initiative scope to
include the additional components covered by the WFF and DCEO grants.
Very truly yours,
THE AGRICULTURAL WATERSHED INSTITUTE

----
Stephen F.
