DEVELOPMENT SERVICES MEMORANDUM <br /> No. 10-48 <br /> June 1, 2010 <br /> TO: Mayor Michael T. McElroy and City Council Members <br /> FROM: Ryan P. McCrady, City Manager <br /> Greg C. Crowe, Assistant City Manager <br /> Richelle D. Irons, Director of Neighborhood Services <br /> SUBJECT: Adoption of FY2010-14 Consolidated Plan and FY10-11 Annual Action <br /> Plan for CDBG and HOME Funds <br /> RECOMMENDATION: Staff recommends the adoption of the FY 2010-14 <br /> Consolidated Plan and FY10-11 Annual Action Plan for CDBG and HOME funds which <br /> is part of the new Consolidated Plan. The U. S. Department of Housing and Urban <br /> Development reviewed and approved the Consolidated Plan which includes the Annual <br /> Action Plan for FY2010-11. This year's allocation includes $1,671,814 in Community <br /> Development Block Grant funds and $579,842 in HOME Investment Partnership funds. <br /> BACKGROUND: In accordance with the guidelines set forth by the U. S. Department <br /> of Housing and Urban Development(HUD), every five years, the Neighborhood <br /> Outreach Division develops a Consolidated Plan. The Consolidated Plan documents <br /> community needs, the City's five-year goals, strategies, objectives and activities relative <br /> to the spending of its federal Community Development Block Grant and HOME <br /> Investment Partnership allocations. The Annual Action Plan describes funding <br /> allocations for Fiscal Year 2010-2011 along with strategic implementation of the <br /> priorities identified in the City's Five Year Consolidated Plan. The draft Plan was <br /> presented to the public on January 28, 2010 and provided to council on March ls`as a <br /> green sheet. The City Council reviewed and approved the CDBG and HOME funds <br /> during the adoption of the City's budget. The FY 10-11 Annual Action Plan was <br /> available for public review in three locations: Decatur Public Library, Decatur Housing <br /> Authority Administrative Office, and the Development Services Office. The draft plan <br /> was also available for viewing on the City's web site during the review and comment <br /> period. The final approved plan is available to the public on the City's web site. <br /> POTENTIAL OBJECTIONS: Staff is not aware of objections. <br /> INPUT FROM OTHER SOURCES: Comments and information were secured through <br /> public meetings and input from a variety of community organizations. <br /> STAFF REFERENCE: Should the City Council have any questions, they may contact <br /> Richelle D.
