SUMMARY This program is designed to allow the Decatur Police Department to be more efficient and effective in identifying areas of increased criminal activity and using funding for hireback officers on an overtime basis to address these areas of increased criminal activity. The hireback patrols may be in the form of gang suppression units, bicycle patrols, increased numbers of motorized patrols, and neighborhood meetings. This program will also allow the Decatur Police Department to purchase X-26 Taser cartridges which will enhance officer safety, reduce injuries to officers resulting from arrest scenarios as well as reduce injuries to citizens during arrest. This program will allow the Decatur Police Department to purchase two VARDA units. VARDA is an acronym for"voice alerting radio detection alarm". The unit is operated by the Decatur Police Department and is not intended to replace alarm units. The purpose of the unit is to allow the Decatur Police Department the opportunity to detect criminal activity and apprehend the suspects while at the scene of the crime. The VARDA unit is generally installed when information has been developed that a criminal act may occur at a particular location, or there is a likelihood that a crime may occur. It is in effect, a stake-out tool. This program will allow the Decatur Police Department to purchase Simunitions FX marking cartridges. The simunitions cartridges allow for dynamic use of force training involving firearms skills, gun fighting tactics, scenario based training, and force on force encounters.
