SUMMARY <br /> This program is designed to allow the Decatur Police Department to be more efficient <br /> and effective in identifying areas of increased criminal activity and using funding for hireback <br /> officers on an overtime basis to address these areas of increased criminal activity. The hireback <br /> patrols may be in the form of gang suppression units, bicycle patrols, increased numbers of <br /> motorized patrols, and neighborhood meetings. <br /> This program will also allow the Decatur Police Department to purchase X-26 Taser <br /> cartridges which will enhance officer safety, reduce injuries to officers resulting from arrest <br /> scenarios as well as reduce injuries to citizens during arrest. <br /> This program will allow the Decatur Police Department to purchase two VARDA units. <br /> VARDA is an acronym for"voice alerting radio detection alarm". The unit is operated by the <br /> Decatur Police Department and is not intended to replace alarm units. The purpose of the unit is <br /> to allow the Decatur Police Department the opportunity to detect criminal activity and apprehend <br /> the suspects while at the scene of the crime. The VARDA unit is generally installed when <br /> information has been developed that a criminal act may occur at a particular location, or there is <br /> a likelihood that a crime may occur. It is in effect, a stake-out tool. <br /> This program will allow the Decatur Police Department to purchase Simunitions FX <br /> marking cartridges. The simunitions cartridges allow for dynamic use of force training involving <br /> firearms skills, gun fighting tactics, scenario based training, and force on force encounters. <br />
