Alexander, Director of Water Management �- <br /> SUBJECT: PDC Labaratories Drinking Water Laboratory Services Agreement <br /> SUMMARY RECOMMENDATION: <br /> Council adopt the attached Resolution authorizing an Agreement with PDC Laboratories, Inc. <br /> (PDC) for Drinking Water Laboratory Services in the estimated amount of$4,718 annually, or <br /> $14,154 total, from July 1, 2010 to June 30, 2013. <br /> BACKGROUND: <br /> To ensure public health and safety the Illinois Environmental Protection Agency (IEPA) <br /> mandates all water utilities to perform a vast array of water quality testing. IEPA, PDC and <br /> other laboratories offer these testing services. For the following reasons, City staff recommend <br /> that this 3 year agreement with PDC be approved: <br /> • The City has used PDC services for the past 9 years. The services have been exemplary. <br /> • Previously the City used IEPA services and found them to be adequate but not as <br /> convenient, accurate and timely as PDC. <br /> • PDC provides delivery service while IEPA does not. <br /> • PDC fees are significantly lower than IEPA($4,718.00 versus $6,168.08 annually). <br /> • A cursory review of other laboratory's fees has found them to be similar in cost, or higher <br /> than PDC. <br /> • PDC has proposed a 3 year a�reement with no fee increases for the next 3 vears. IEPA <br /> does not offer fixed fees for future years. ' <br /> The exact amount that the City will pay annually is estimated as the IEPA has the authority to <br /> modify the type and quantity of drinking water tests that will be done over the next 3 years. <br /> POTENTIAL OBJECTION: <br /> None foreseen. <br /> STAFF REFERENCE: <br /> Don P.
