Alexander, Director of Water Management � <br /> SUBJECT: PDC Laboratories Corley Landfill Groundwater Laboratory Services <br /> Agreement <br /> SUMMARY RECOMMENDATION: <br /> Council adopt the attached Resolution authorizing an Agreement with PDC Laboratories, Inc. <br /> (PDC) for Corley Landfill Groundwater Laboratory Services in the estimated amount of <br /> $6,365.45 annually, or $19,096.35 total, from July 1, 2010 to June 30, 2013. The Corley <br /> Landfill is closed landfill owned by the City. This testing is mandated quarterly by the Illinois <br /> Environmental Protection Agency(IEPA). <br /> BACKGROUND: <br /> The City owns a hilly, grassed parcel of land known as the Corley Landfill, located on the south <br /> bank of the Sangamon River, west of South U.S. Business Route 51 and north of South Side <br /> Drive. The landfill was used to dispose of calcium carbonate and magnesium hydroxide <br /> residuals (lime sludge) from the South Water Treatment Plant. The City closed and reclaimed <br /> the landfill 15 years ago per IEPA regulations. IEPA continues to mandate that the groundwater <br /> underneath the landfill be monitored at 7 locations by the City on a quarterly basis for possible <br /> water quality changes. City staff obtain and prepare the groundwater samples for PDC to <br /> perform the laboratory analyses. <br /> The City has used PDC services for the landfill for the past 9 years. The services have been <br /> exemplary. PDC has proposed a 3 year agreement with no fee increases for the next 3 .�� <br /> The exact amount that the City will pay annually is estimated as the IEPA has the authority to <br /> modify the type and quantity of groundwater tests that will be done over the next 3 years. Due to <br /> PDC's long term high quality service to the City, it is recommended that this 3 year agreement <br /> be approved. <br /> POTENTIAL OBJECTION: <br /> None foreseen. <br /> STAFF REFERENCE: <br /> Don P.
