Marley, P.E.,Director of Public Works <br /> SUBJECT: K-Mart Pump Station and Force Main Replacement CSX Railroad Facility <br /> Encroachment Agreement, City Projects 08-25 and 09-32 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution approving the Facility <br /> Encroachment Agreement,Agreement No. CSX654431 with the CSX Transportation, Inc. (CSX <br /> Railroad)to allow a new 6" force main to cross the CSX railroad located east of the intersection of <br /> Route 121 and Route 36 in southeast Decatur. The resolution authorizes the Mayor to execute, and <br /> the City Clerk to attest. <br /> PRIOR COUNCIL ACTION: <br /> December 15,2008 - Council approved Resolution R2008-231 authorizing an <br /> Intergovernmental Cooperation Agreement with the Sanitary District of Decatur, (SDD)to <br /> replace the City's K-Mart pump station located north of the Rural King Shopping Center on <br /> the east side of the city. The resolution authorized the City to reimburse the SDD up to <br /> $138,000 for design and construction costs related to this pump station. <br /> July 27, 2009—Council approved Resolution R2009-65 authorizing the study of the K-Mart <br /> pump station to define the potential service area south of U.S. Route 36 along Illinois Route <br /> 121 and recommend options to accommodate the anticipated flows. <br /> September 4,2009—Informational memo was sent to Council detailing the findings of K- <br /> Mart Pump Station Study prepared by Bainbridge, Gee, Milanski and Associates (BGM). <br /> The report defined the future anticipated flow of the developing area around the K-Mart <br /> pump station and the recommended solution to serve the area. <br /> September 11,2009—Council Approved Resolution R2009-182 authorizing an agreement <br /> with BGM for professional services to design the replacement of the K-Mart pump station <br /> and farce main and provide construction documents far public bid. <br /> Page � 1 <br />
