. � <br /> BACKGROUND: <br /> Emergency Repair Program <br /> The Mini Capital Bill (also known as the Jump Start Program) was recently signed into State law <br /> as Public Act 96-004 by Governor Pat Quinn. As part of that bill, Senator Kyle McCarter and <br /> Representative Bob Flider allocated $270,000 and $200,000 respectively for a total of$470,000 <br /> for the improvement of Brush College Road between Faries Parkway and Illinois Route 105 <br /> (William Street). The City was informed of this funding allocation on September 3, 2009. The <br /> City Council acted on the funding allocation by entering into an agreement with the State of <br /> Illinois on September 21, 2009. Due to the lateness of the year, it was decided to perform the <br /> work during the 2010 construction season. The Agreement provided that the Illinois Department <br /> of Transportation pay the City 95% of the$470,000 ERP funds upon execution of the <br /> construction contract for the work. These funds will be deposited into the City's MFT Fund and <br /> will be treated as MFT funds. The remainder of the work will be paid for using $125,000 from <br /> the City's Motor Fuel Ta�c funds allocated to street improvement work. <br /> Contingency funds are allocated to pay for construction issues that arise, one of which will <br /> include the costs for railroad flagmen as required by the Canadian National and Norfolk <br /> Southern raikoads to monitor the work conducted within the subway area. IDOT requires that <br /> flagman costs be paid by the contractor through a force account change order. This total cost will <br /> not be known until work under the subway is completed. <br /> Project Description <br /> The Brush College Road Project consists of installing concrete pavement patching to repair <br /> failed sections of roadway between Illinois Route 105 (William Street) and Faries Parkway. <br /> Brush College Road is expected to remain open to two-way traffic either with flaggers or traffic <br /> control during the work with some delays expected. The subway will be closed for up to one <br /> week as repairs are completed under the structure and its immediate approaches. <br /> The project plans and specifications were prepared by the Engineering Division and approved by <br /> the Illinois Department of Transportation (IDOT) for the use of Motor Fuel Tax and Emergency <br /> Repair Program funds. The project was advertised on May 12, and May 19, 2010, and bids were <br /> opened on May 25, 2010.
