Mass Transit Memorandum
No. 050610-2
May 6, 2010
TO: Honorable Mayor McElroy and City Council Members
FROM: Ryan P. McCrady, City Manager
Paul McChancy, Mass Transit Administrato ,r,c
SUBJECT: Purchase Order for Transit Bus Barn Painting and Repairs Project
SUMMARY Staff recommends that Council adopt a Resolution awarding a
RECOMMENDATION: Purchase Order for the Transit bus barn painting and repairs project
to American Painting, Inc.
BACKGROUND: Transit's maintenance department wishes to make a series of
improvements to the 30 year old bus storage facility, the bus barn.
This project includes painting and repairing the masonry block
exterior of the building, replacing two steel doors, and painting
downspouts, window frames, doors, metal roof coping, etc. A
request for proposals was advertised in the Decatur Tribune, posted
on the City's web pages, and mailed to numerous construction firms
in Decatur. The attached sheet lists the three firms that submitted bids
and their bid prices. Jones & Sullivan Enterprises had the lowest bid
and American Painting had the next lowest bid. The difference
between these two bids is $520.
As stated in the RFP, the proposals were evaluated by a three-member
panel composed of the Mass Transit Administrator, the General
Manager, and the Maintenance Superintendent of the Transit System.
Proposals were scored 50% on the technical quality of the proposal
and 50% on the bid price. The attached scoring sheet shows that all
three evaluators gave American Painting the highest score. Also
attached are the proposals of the two lowest bidders, minus their bid
forms, non-collusion disclosures, and ineligible contractor's certificates.
Key differences noted by the three evaluators are:
• American Painting provided a list of commercial references, while
Jones & Sullivan Enterprises only stated that"this project is
similar in scope to numerous projects previously completed by
our company."
• American Painting guarantees their work for two years; Jones &
Sullivan Enterprises did not refer to a guarantee.
• American Painting stated that it will apply a primer coat plus two
coats of exterior paint to the building; Jones & Sullivan Enterprises
proposed to apply two coats of exterior paint but no primer coat.
• American Painting stated that it will power sand or grind and spot
prime metal surfaces before painting; Jones & Sullivan Enterprises
stated that it will hand clean metal surfaces before painting.
