McCrady, City Manager <br /> Paul McChancy, Mass Transit Administratoz ;,r<<. <br /> SUBJECT: Purchase Order for Transit Water Recycling System Project <br /> SUMMARY Staff recommends that Council adopt a Resolution awarding a <br /> RECOMMENDATION: Purchase Order for the Transit water recycling system project to <br /> the Ross &White Company. <br /> BACKGROiJND: Transit's maintenance department wishes to install a water recycling <br /> system in the existing bus washer, which was installed by the Ross & <br /> White Company. This would allow most of the water used in washing <br /> buses to be recycled and reused by the bus washer. An invitation for <br /> bids (IFB)was advertised in the American Public Transportation <br /> Association's"Passenger Transport", a national publication, and <br /> notices were sent to several firms that were identified through an <br /> internet search. Two firms requested the full IFB. Since only Ross & <br /> White submitted a bid, staff decided to re-bid the project. This time <br /> the project was advertised in the Decatur Tribune and notices were <br /> sent to several firms that were identified through an internet search. <br /> Again, only Ross &White submitted a bid. (Attached) <br /> Staff contacted Ross &White about the lack of competitive bids. Their <br /> representative stated that there are very few companies that install this <br /> type of system, and even fewer that can meet the 150 gallons per <br /> minute requirement of Transit's bus washer. Information gathered <br /> through internet searches supports this claim. Since the project was <br /> advertised both nationally and locally, and only one bid was received <br /> each time, staff recommends that a Purchase Order be awarded to the <br /> Ross &White Company at the not-to-exceed price of$35,565.00 <br /> POTENTIAL No objections are expected. <br /> OBJECTION: <br /> INPUT FROM Mark Gordon, Maintenance Superintendent <br /> OTHER SOURCES: Decatur Public Transit System <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administrator <br /> BUDGET/TIME The entire cost of the work will be paid by an FTA/ARRA grant that <br /> IMPLICATIONS: has already been awarded to Decatur. Some additional staff time will be <br /> required to ensure compliance with federal prevailing wage regulations. <br />
