The submitted proposals were reviewed on the range of services provided, the quality of inspections,
the firm's ability to respond rapidly to emergency inspection requests, proximity of the firm to
Decatur and the general cost for services. Professional services contracts are not bid but are awarded
based on the firm's ability to serve the City.
Recommend Tele Scan
Staff proposes that Tele Scan, Inc. professional services agreement be renewed in Fiscal Year 2011
for the amount of$350,000 to assist the City in the maintenance of its sanitary sewer system.
Tele Scan is a local firm that has fully demonstrated its ability to provide high quality sewer ,
inspection services to the City of Decatur at a reasonable cost.
To date in Fiscal Year 2010, Tele Scan completed the video inspection of over 150,000 feet of sewer
20 smoke tests, 4 special studies and has responded to over 130 on-call inspection requests. It has '
proven very beneficial to have a local firm engaged in televising work for the City.
The March 2009 agreement approved by City Council included an option for the City to renew the
agreement for up to two additional years with no increase to the various inspection and service fees.
POTENTIAL OBJECTION: There are no known objections to this resolution.
INPUT FROM OTHER SOURCES: None.
STAFF REFERENCE: Richard Marley, Director of Public Works and Matt Newell, City Engineer.
Richard Marley will be in attendance at the City Council meeting to answer any questions of the
Council on this item.
BUDGET/TIME IMPLICATIONS:
Budget Impact:
Funding for this project is proposed at $350,000 and is allocated in the Sanitary Sewer Fund as
identified in the Capital Improvement Plan for Fiscal Year 2011. The project is intended to be in
effect throughout Fiscal Year 2011.
Staffing Impact:
Stafftime has been allocated for managing this project. The project is set to run throughout Fiscal
Year 2011.
This memorandum was prepared by Paul Caswell, Civil Engineer I and reviewed by Matthew C.
Newell, P.E., City Engineer.
Attach: 2
cc: Dick Borders, Municipal Services Manager
John Latshaw, Tele Scan, Inc.
