Public Works Memorandum
NO. 2010— 18
DATE: Apri17, 2010
TO: Honorable Mayor McElroy and City ouncil
FROM: Ryan P. McCrady, City Manager
Richard G. Marley, P. E., Director of Public Works ,
SUBJECT: Resolution Appropriating Motor Fuel Tax Funds Traffic Signal Maintenance
2010
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution appropriating
$285,143 in Motor Fuel Tax (MFT) funds for general traffic signal maintenance and operations
to be completed in the 2010 calendar year and that the Mayor be authorized to sign said
resolution, and the City Clerk to attest.
BACKGROUND:
On February 23, 2010, Informational Memo 2010-13 was sent to Council transmitting the Draft
5-year of the Capital Improvement Plan for FY 2011 to FY 2015. Proposed MFT expenditures
were identified in that document.
PRIOR COUNCIL ACTION:
On March 15, 2010, Council met in Study Session to review the Public Works Budget. The
Draft FY2010-11 Capital Improvements Plan included a recommended allocation of$285,143 in
MFT funds to pay for operations. These funds are used to reimburse the General Fund for
general traffic signal maintenance and operation expenses. The funding covers the salary and
benefits costs of two City Electricians, their vehicles, materials, traffic signal electricity costs,
and contracted services. An allocation of$35,000 was specifically identified for the purchase of
traffic signal controllers and cabinets to assure that spares are available as units are damaged.
IDOT reimburses the City's MFT fund for a portion of the maintenance work, materials, and
electricity serving traffic signals located on State highways in the City.
The Motor Fuel Tax (MFT) funds allocated to local agencies are administered by the Illinois
Department of Transportation (IDOT). The City is required to adopt a resolution specifying the
intended use of the Motor Fuel Tax Funds. The City Council has appropriated Motor Fuel Tax
funds for this purpose going back many years.
POTENTIAL OBJECTIONS: There are no known objections to this resolution and
agreement.
Page 1
