Mass Transit Memorandum
No. 040710-2
April 7, 2010
TO: Honorable Mayor McElroy and City C uncil Members
FROM: Ryan P. McCrady, City Manager
Paul McChancy, Mass Transit Administrato -- , ,
 r-
SUBJECT: Purchase Order for Bus Barn Heating System Project
SUMMARY Staff recommends that Council adopt a Resolution awarding a
RECOMMENDATION: Purchase Order for the replacement of the heating system in the
Transit bus barn to the King-Lar Company.
BACKGROIJND: Transit's maintenance department wishes to make a series of
improvements to the 30 year old bus storage facility, the bus barn.
This project is the replacement of the old forced air heating units with
a gas-fired, infra-red, radiant tube heating system that would be
similar to the system installed in Transit's maintenance building.
A request for proposals was advertised in the Decatur Tribune, posted
on the City's web pages, and mailed to numerous construction firms
in Decatur. The attached sheet gives a comparison of the four pro-
posals that were submitted by the advertised deadline. The proposals
ranged from 4 burner systems, with a total of 800,000 BTUs, to a 16
burner system with a total of 13 million BTUs. The bids for the
systems also varied greatly, ranging from $16,750 to $52,590.
As stated in the RFP, the proposals were evaluated by a three-member
panel composed of the Mass Transit Administrator, the General
Manager, and the Maintenance Superintendent of the Transit System.
Proposals were scored 50% on the technical quality of the proposal
and 50% on the bid price. The attached scoring sheet shows that all
three evaluators gave the King-Lar Company the highest score.
Maintenance staff is confident that the King-Lar Company is qualified
and capable of doing this work. Therefore, staff recommends that a
Purchase Order be awarded to the King-Lar Company at the not-to-
exceed price of$32,874.00
POTENTIAL No objections are expected.
OBJECTION:
INPUT FROM Mark Gordon, Maintenance Superintendent
OTHER SOURCES: Decatur Public Transit System
STAFF REFERENCE: Paul McChancy, Mass Transit Administrator
BUDGET/TIME The entire cost of the work will be paid by an FTA/ARRA grant that
IMPLICATIONS: has already been awarded to Decatur. Some additional staff time will be
required to ensure compliance with federal prevailing wage regulations.
