COUNCIL COMMUNICATION FORM
PURCHASING & INTERNAL SERVICES MEMORANDUM
#10-25
March 24, 2010 "
TO: Honorable Mayor McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Ron Neufeld, Financial Management Director
Deborah M. Perry, Purchasing Supervisor g

SUBJECT: Bids for Truck Mounted Hydraulic Valve Operator
SUMMARY RECOMMENDATION: Staff recommends awarding contract to E. H. Wachs to
furnish one (1) ERV-750 2010 truck mounted hydraulic valve operator.
BACKGROUND: The hydraulic valve operator will be used by Water Services. The unit will
be mounted to the bumper of an existing pickup truck and operate off of the hydraulic system on
the truck. The 13' telescoping arm on the truck mounted hydraulic operator will allow city staff
to mechanically exercise (open & close) the water valves instead of manually exercising them.
The automated torque controller on this valve operator will minimize breakage when exercising
the water valves. There are approximately 4700 water valves in the distribution system which
are recommended to be exercised twice a year per AWWA standards.
POTENTIAL OBJECTION: None '
INPUT FROM OTHER SOURCES: Water Services requested the truck mounted hydraulic
valve operator and approves the bid.
STAFF REFERENCE: Keith Alexander, Water Management Director, 424-2863.
