(BTI)to submit a bid on this project. <br /> Video - <br /> Production please appreciate that with so many new options, concepts and unknown issues with the <br /> 217-787-4747 existing undocumented system,we have tried to be thorough,but there will need to be <br /> decisions that only the City of Decatur can answer once a design conceptivendor has been <br /> chosen. <br /> PHASE 1 <br /> , In your best interest, our Phase lproposal is brok�down into four sections: <br /> A/V Rental 1. Lighting <br /> 21�_�8���$� 2. Video Recording System <br /> 3. Video Playback System- Prerecorded/Live Council Meetings or Message <br /> Information(Computer Graphic System) <br /> 4. Audio <br /> Li�htin� <br /> Although lighting is listed in your Phase 2 scope of project, we feel that it is imperative to <br /> �� make this improvement in Phase 1. Why spend the funds for a high definition camera system <br /> Service with a room with poor lighting. It would be similar to driving an expensive car with bad tires <br /> 217-787-4756 that have not been balanced or the front end is out of alignment. <br /> The lighting in the council chamber is o for video recording. It is all down(ceiling cans) <br /> lights which creates ugly facial shadows. Recommended frontal ceiling lights should be <br /> approximately 45 degrees in front of the council members. The back lighting should be even <br /> and controlled to keep it off of the existing projection screen mounted in the center of the <br /> east wall. Since the council chamber room has a finished ceiling, it was expressed that the <br /> vendor would need to work within the conf'ines of the room. (Replacing the ceiling was not <br /> � an option.)
