DEPARTMENT OF WATER MANAGEMENT
Memorandum No. 2010 - 04
March 10, 2010
TO: Honorable Mayor McElroy and City Coun 1
FROM: Ryan P. McCrady, City Manager
Keith D. Alexander, Director of Water Management ('
SUBJECT: Flouride Storage Tank Improvements - City Project W09-11
Construction Bid Award
SUMMARY RECOMMENDATION:
Council adopt the attached Resolution awarding a bid and construction contract to Repair
Service Corporation (RSC) for a lump sum cost of$71,636.00.
BACKGROUND:
This project was first presented to Council in Apri12009 so that construction specifications could
be developed. Per State regulation, flouride is added to the City's drinking water supply to
reduce dental decay. The 6,000 gallon storage tank at the South Water Treatment Plant
containing flouride (in solution as hydrofluorosilicic acid) has developed a small leak at the
bottom and needs to be replaced before the leak becomes larger. Repairs to the existing tank are
not practical due to the location of the leak and the age of the tank, which is 22 years old. Since
the tank is in the basement, it has to be cut into pieces to be removed, then a new tank is custom
built in place.
Plans and specifications were prepared by Strand Associates and advertised for bids on February
10. Over ten companies were notified of the project, four companies requested plan sets, and
only one bid was received by the March 2 deadline.
Compared to
Engineer's Est.
Bidder Bid Price Over (-Under)
Engineer's Estimate $74,500 -
Repair Service Corporation(RSC) $71,636 (-3.8%)
About five years ago RSC successfully completed similar work on schedule and on budget for
another tank at the South Water Treatment Plant. City staff and Strand Associates recommend
that the bid be accepted and a construction contract be awarded to Repair Service Corporation of
Lake Zurich, Illinois.
POTENTIAL OBJECTION:
None foreseen.
