Recommendations of the Ten Year Plan Working Group call for: <br /> • Obtaining accurate data about chronic homelessness and estimating housing needs on <br /> an annual basis <br /> • Increased use of the Homeless Management Information System (HMIS) by all <br /> prevention and housing programs to effectively serve people in need <br /> • Enhanced coordination among local prevention programs to interrupt the process <br /> leading to chronic homelessness as early as possible <br /> • Plugging gaps in the emergency shelter system <br /> • Developing a community-based system to screen proposals for additional housing to <br /> assure that new projects will fill unmet needs <br /> • City shall support projects which address identified needs in the Ten Year Plan to End <br /> Chronic Homelessness and the 2010-2014 Consolidated Plan. <br /> • Encouraging flexible use of housing resources whenever possible instead of restricting <br /> housing units or beds to specific categories <br /> • Sustaining the strong system of supportive services <br /> • Encouraging the development of an innovative Chaplaincy Program to serve the <br /> homeless and those at risk of homelessness <br /> Given the size of our community and the limited scope of chronic homelessness in our <br /> community, Decatur can and will resolve chronic homelessness within the next ten years. <br /> Rev. 2010/02/19 3 <br />
