Marley, Public Works Director ���� '� <br /> . RE: Greenswitch/Mound Road Tra�c Signal Repair <br /> Problem Description: On Saturday, January 16, 2010, a traffic accident at the <br /> - intersection of Greenswitch and Mound Road severely damaged a traffic signal controiler <br /> cabinet. Due to a budget shortfall, the supply of backup controllers and cabinets has been <br /> depleted. The damaged unit has been repaired sufficiently to remain in service for an <br /> � undetermined amount of time however a replacement controller cabinet is needed to <br /> assure the continued safe operation of the.intersection. Preliminary estimates place the <br /> ' cost to procure and install a replacement controller cabinet to be between $10,000 and <br /> _ $15,000, which is in excess of the City's administrative purchasing authority. <br /> Legal Basis for Emergency Action: This event requires immediate action to suppress, <br /> . prevent, or remove imminent danger to persons or property. Under the definition <br /> contained in Chapter 46, Section 1 of the Decatur Municipal Code, this event is an <br /> emergency. <br /> � Pursuant to Chapter 46, Section 2 of the Decatur Municipal Code,the City Manager may <br /> declare an emergency based on the facts of the event. Under the emergency powers -, <br /> granted, the City Manager may utilize all available resources of the Cify as are necessary � <br /> � to cope with the emergency including the purchase of repair services that may exceed <br /> $5,000. <br /> - Based on the facts of the situation, it is my opinion that an emergency exists and that the <br /> City Manager should declare an emergency so that a replacement traffic signal controller . <br /> . and cabinet may be purchased and installed. Based on the nature of the replacement and �. <br /> � installation, the cost associated with the work is expected to exceed $5,000. I recommend <br /> that a controller cabinet be purchased from Brown Traffic, Inc. and that a local electrical <br /> contractor be retained to install the materials when received. <br /> Emergency Declaration: Based on the facts of the event described in this memorandum <br /> and under the authority granted by Chapter 46 of the Decatur Municipal Code, I hereby <br /> : declare this event to be an emergency and authorize the Public Works Director to <br /> purchase the necessary materials and se►viees to correct the problem. <br /> - Approved: - �� <br /> Ryan : cCrady, City Manag Date <br /> � � cc: City Clerk , <br />
